The Town of Chino Valley's permit checklists list the 2024 International Plumbing Code among its adopted codes. These are the items that separate a code installation from a tank simply connected to the pipes.
- A drain pan under the unit with a drain line that actually goes somewhere, not a pan that fills up and overflows onto the same floor.
- A temperature and pressure relief discharge piped full size, downward, to a safe termination, never capped or reduced.
- Thermal expansion control where the system is closed, which is what stops the relief valve weeping every night.
- Correct venting and combustion air for gas and propane units, with no shortcuts on flue slope or connector material.
- Seismic or physical strapping where required, and proper support for the unit in a garage or well house.
- Serviceable isolation valves on both sides so the next flush or repair does not require draining the house.
If you are replacing a unit that never had a pan or expansion control, expect those to appear on the quote. They are not upsells, they are the reason the installation passes.
Choosing a unit for a well or town supply
Capacity, fuel and recovery rate matter more than brand at this end of the market. Here is how the choice usually falls locally.

Where the property is inside town limits, the town runs an expedited permit path with a plumbing-only subtype. Old unit drained and removed, new unit set, connected, vented and filled.

Where the unit lives changes the specification
In town, most tanks sit in a garage or a utility closet and the decisions are straightforward. On acreage they often sit in a well house, a shop or an outbuilding, and that changes several things at once.
An unheated space at 4,700 feet sees January normals near a 21F low. That needs insulated hot and cold runs, and thought about where the relief discharge terminates so it cannot freeze shut. It also needs a location that does not put the pan drain somewhere it will simply ice over. A heat pump unit is a poor choice in that environment, because it takes its heat from the surrounding air.
Manufactured homes have their own requirements: units listed for that use, specific venting arrangements, and connections designed for the way the supply runs through the belly board. Say so when you call so we quote the right thing.
Why the old one failed matters more than which one you buy
Replace the tank, keep the cause
If a heater failed at six or seven years on untreated groundwater, the failure was almost certainly scale rather than a manufacturing problem. Fitting an identical unit into the same conditions produces the same result on the same timescale.
There are three real options, and they are all reasonable: accept the shorter cycle and budget for it, commit to annual flushing from day one, or treat the water so every appliance in the house benefits rather than just the new tank.

Do I need a permit to replace a water heater?
Inside the Town of Chino Valley, water heater replacement is the kind of work the town's expedited permit path exists for, with a plumbing-only subtype available. Outside the town limits, county requirements apply.
The contractor pulls it and books the inspection. Ask to see the permit; a contractor who suggests skipping it is telling you something useful about the rest of their work.
How long does the swap take?
A straight like-for-like replacement in an accessible location is commonly two to three hours including draining the old unit. Adding a pan and drain, correcting venting or fitting expansion control where none existed adds time, and it should be quoted rather than sprung on you.
Can I supply my own heater?
Yes. We will fit it and warrant our labour, though the unit's own warranty stays between you and the manufacturer or retailer. We will also say beforehand if the model looks like a poor match for your fuel, venting or space.
What size do I need?
Household size and simultaneous demand, not house square footage. A useful check is how often you currently run out of hot water and at what point in the day.
On a well, pressure and flow at the fixtures also affect how a given capacity feels in use, which is worth mentioning if your pressure tank is aging.
Do you take the old unit away?
Yes, removal and disposal are included. Old tanks are heavy, awkward and usually still full when they come out, and leaving one in the yard is not a finished job.
Will a new heater fix my low hot water pressure?
Not on its own, if the hot lines themselves have scaled. Replacing the tank removes the sediment reservoir but does not clear a narrowed distribution pipe.
Where several hot fixtures have weakened over years, the honest conversation is about the piping, which may point toward repiping rather than a heater at all.
